DOUBLE INCOME-TAX. A PLEA FOR RELIEF. BOTHA'S PROPOSAL FAVORED. London, Mareli 27. The Chamber of Commerce and DouVe Income-Tax Association has prepared a memorandum setting out the arguments in support of their case. The memorandum contends that the postponement of the consideration of the matter will cause an irreparable injury to British commerce and trade, besides seriously retarding the development of the dominions' resources. The plea that property and profits should be taxed only where they are situated or earned is regarded as -a logical sequence to closer consolidation and mutual support of the various portions of the Empire, but the full application of the principle may necessitate a revision of the methods of taxation, and will require time for consultation with the dominions as to relief measures. The memorandum suggests the adoption of Botha's proposal, made at the Imperial Conference in 1911, providing that when an income was already taxed in a dominion where it was earned the amount paid should be deducted from the tax payable in Great Britain,
