The Times' correspondent at Washington says the punitive expedition against Genera,] "Villa, the Mexican leader, may become a general pacificatory Mexican war. General Carranza, the President of Mexico, is displeased at President Wilson s action, and has issued a proclamation hinting at war with America if he is refused permission to pursue Mexicans over the border. His army's attitude is menacing that in charge,'of the United States' forces. General Funston, has delayed hi.s expedition pending the arrival of, reinforcements. There is every reason to think that the Germans are responsible for the new trouble in order to divert American attention from the submarine campaign and also to limit the supplies of American ammunition to the Allies. German officers arc arriving in Mexico in large numbers. An Exchange correspondent reports that President Wilson has arrived at satisfactory arrangements with General Carranza regarding the reciprocal crossing of troops.
