ACTIVITY ON RIGA FRONT. Received March 15, 10.20 p.m. Pctrograd, March 15. A communique says: On the Riga front there has been intense fighting south of Lake Babit. The Lettish detachment forced the enemies barriers and surprised and bayonetted the occupants of the trenches and returned safely. NEW INCOME-TAX BILL. ■Petrograd, March 14. The Council of Empire has accepted the Duma's Progressive Income-Tax Bill.
