A MYSTERIOUS FIRE. ARMY MEAT STORES BURNED. Zurich, Feb. 22. The army cold storage and meat reserves at Schclmigheim, near Strasburg, have been mysteriously burned, and several millions marks' damage done, BUTTER FAMIXB, London, Feb. 22. The Berlin authorities are limiting the sale of butter to a quarter of a pound weekly for each person. This will be obtainable on presentation of a card. BRITISH PRISONERS BADLY' TREATED. London, Feb. 22. Lord Robert Cecil announced that the statements of returned prisoners from Witenburg were fully corroborated by other reports. The conditions had been deplorable, and the treatment of interned men scandalous. Recently there had been an improvement.
