EAST AFRICAN CAMPAIGN! A CHANGE IN COMMAND. Received Feb. 10, 8.5 p.m. London, Feb. 9. ueneral Sir H. Smith-Dorrien has reigned the East African command owing id ill-health. It is officially announced that General Snrtits was offered the command in November, and was unable to accept it, but the difficulties have been removed and he now succeeds General Smith-Dorrien. He has been promoted to Lieutenant-General.
