Mr. Sydney Low, in an article in the Daily Mail, points out that the country is at length awakening to the magnitude of the task of the war in earnest, but yet an essential change is required. That is, to retire the elderly commanders, who have failed to rise to the emergency, and have brought disaster and terrible loss to valiant troops. A number of younger officers in the prime of life, who were tested at Mons and Le Catcall under the exacting service of the new conditions of warfare, ought to be given a chance before their powers diminish, and while still at the top of their form. The winnowing process is conspicuous in Russia and France.
