A party of British civilians released from Rulileben who have reached Holland state there has 'been a marked change for the better in the conduct of German soldiers towards the British. Amsterdam, Jan. 9. me Koelnische Volks Zeitung, in an angry article on the British compulsion law, says the German fleet must act, for Britain will be quite uncontrollable if allowed to send millions of men to the Continent. Germany is really fighting for the freedom of the whole ol .Europe when striving to 'break England's rule. The Lokal Anzeiger says that. Mr. Asquith has scored a great Parliamentary victory. The majority in favor of the Military Service Bill passed all expectations. It expressed the uncurbed will to achieve victory, because it was a renunciation of the right of deciding for oneself, which was one of the greatest sacrifices an Englishman could make. As far as Germans are concerned the Bill was only political. Tt had no military significance, and would not influence the i=sue of the war.
