NEW RECRUITING SCHEME. TO COMMENCE AT ONCK. Wellington, Yesterday. The new recruiting scheme was passed by the Cabinet to-day. Recruiting is to be controlled by a Board consisting of the Prime Minister, Minister for Defence, and the Finance Minister. The Board Will appoint its own secretary and officers, and the scheme will com.' into operation immediately. U is proposed to get the assistance of members of leal bodies throughout the Dominion, and members of various eommittees and organisations down to school committee--.
