THE BIG OFFENSIVE. AT THE END OP THE YEAR. Received Dec. IS, 12.15 a.m. Amsterdam, Dec. 17. Reports from Belgium continue to forecast a big German offensive in the West at the end of December. GERMAN OFFENSIVE PROBABLE.. FORMIDABLE PREPARATION'S. Paris, Dec. 16. The military expert of Le Temps says that news has been received from Holland that Germany is preparing for a general attack on the French front. While the information must be accepted with reserve, it is not improbable, as Germany is said to be making formidable preparations. New army corps and munitions are constantly arriving, indicating that Germany will attempt, to inflict such a defeat as will end the war. The concentration is explained by the fact that operations have been suspended on the Russian front. We must be on our guard, hut are in a position to inflict a decisive defeat if an attack is made. SPIES IN PRANCE. Paris, Dec. 11l Official: During the war 1125 people have been arrested in France on charges of espionage in the military zone, of whom 55 have been executed; and 7!)5 have been arrested behind the military zone, of whom nine have boen executed.
