General Martinoviteh, of the Russian Headquarters Stac, says that Russia in the spring will be in a p'ositioa Jo reopen the offensive with four million fresh troops. They are most, sanguine that they will regain Poland and re-invade German territory. Factories are incessantly maki.ng munitions. '
