FRANCE.

8Y CANNON TO VICTORY. A DiiXER.MINED NATION. THE PRICE OF PEACE. Received Dec. 0, 12.-25 a.m. Paris, Dee. 8. M. Thomas addressed a large gathering at the commemoration ceremony of 1870. He said France would not make peace until Alsace and Lorraine were definitely re-established as French territory, not until her lintortunat* brothers —Belgium and Scrviti—were assured of the recovery of their homes and of complete security and independence in the future, not until tierman Imperialism and Prussian militarism were put in a position beyond the possibility of resurrecting them, not until the system founded on right prevailed, and not until there was victory for the Allies. No matter what sacrifices were required France would push steadily forward to accomplish this end, before the terrible obstacle confronting' justice and liberty. ''We have only one road—that which the nation in arms will open with machine-guns and cannon," he added.
