The Kaiser, hearing that the troops were dispirited at the failure to dislodge the Russians and by the rigors of winter, appeared theatrically at the front and addressed the troops, exhorting them to have a little patience and make one or two more efforts like the horse who knows his stable is near. "I assure you," he added, "that the end is near and that it will recompense you for all." i THE RUSSIAN ARMY. TO CRUSH THE FOE. Paris, Nov. 28. An arrival from Potrograd says that Russia hopes to put in the field in the spring seven millions of men, including million cavalry and ten thousand pieces of artillery. Enormous efforts are being made, and the progress is seen in the tremendous traffic on all the roads, railways, and canals. The trans-Siberian trains are daily delivering loads of ammunition, including heavy grenades made in Korea and Japan.
