THE NEAR EAST. LORD KITCHENER'S MISSION NOT A TIME FOR PEACE TALK Received Nov, 19, :V2."i p.m. London, Nov. IS. In the House of Lords, Lord Ribblesdale asked the Government whether they were in a position to report effective progress of the military operations in the Near East. He said it was common knowledge that General Monro had reported in favor of withdrawing the troops from the Dardanelles, anil had reported adversely on the continuance of winter operations. He (T.-.nl Ribblesdale) would like to know from the Government whether Lord Kitchener had gone to act, or to withdraw the men. He hoped that in the case of the Dardanelles we should be successful in withdrawing the troops if military opinion favored their withdrawal, and said that we should not be over-anxious about our prestige in Europe. We might yet see a, peace arrived at which would not be imposed by anybody; but the position was improving every day and it was best not to talk yet of the terms of peace.
