Mr. Roosevelt, in an interview to the Petit Journal, said: "If I had been President when the Lusitania was sunk, and at the time of the air raids on London and Paris, I should have acted." He recommends thi\t the United States should adopt a universal service of the Swiss pattern, and that the navy should be developed until it is the second in the world. THE FAY PLOTS. A CONFESSION. New York, Nov. 15. Lieutenant Robert Pay lias confessed to dynamite plots in which bombs were placed on munition ships. He has implicated other Germans. The details are secret yet.
