GERMAN TYRANNY. MORE TRIBUTE FROM RELGIUM. Amsterdam, Nov. 14. The German Governor-General lias imposed a monthly contribution of .C 1,000,000 on Belgium for the requirements of army and civil administration. There are fresh restrictions on the population of Brussels. All must he indoors and shops and theatres closed at 7 o'clock. Persons cannot visit even in the immediate neighborhood without a permit. There is a similar policy at Courtrai. The Telegraaf states that large reinforcements have arrived in Flanders from the East.

The Earl of Seafield was struck on the head by a fragment of shell on Friday, and died on Saturday. [The Earl of Seafield (James OgilvieGrant), was born in Oamaru in 1870. He received his education at Oamaru and at Christchurch, and succeeded to the title in ISBB. He married a Christchurch lady.]
