RUSSIA.
A SPLIT KAISER AND GENERAL ffINDENBURG QUARREL. OPERATIONS NEAR RIGA. Received Nov. 14, 3.30 p.m. Petrograd, Nov. 13. German prisoners relate that at a recent meeting between General Hindenburg and the Kaiser the latter insisted on resolute action to force the Dvina, at whatever cost of men and material. I General Hindenburg demanded reinI fofcements, which the Kaiser refused, on the ground that he was unable to spare the men. A military conference followed, which "resulted in General Hindenburg notifying the Kaiser of his readiness to resign in the event of further insistence to •capture Riga and Dvinsk.
The Germans anticipate an improvement when ice prevents the Russian navy 'from operating in the Gulf of Riga. Pontoons will then be unnecessary for crossing the rivers. A communique indicates that there is severe fighting on the Riga front. The Russians, after eleven days' constant fighting, waist deep in the marshes, captured Kemmern.
