NOTES FROM THE TIMES. ■ GERMANY AND HOLLAND. Times and Sydney Sun Services. London, Nov. 5. The German 'Press is discussing peace and denying previous kite-flyers, obviously because they were scorned bv the Allies. Amsterdam Btates that a neutral Power communicated Herr von Beth-mann-Hollweg'a alleged proposals to Sir Edward Grey, which he laughed to scorn. The Dutch press regard the German peace nonsense as experimental balloons which have no chance of rising. German munitions works snares are dropping on the German Stock Exchange. The Dutch Admiralty announces that it is constructing two cruisers from plans supplied by the German Vultan yard, of which Krupps are the proprietors. Foreign firms were invited to send in plans, but the English replied that it was impossible in present circumstances.
