GENERAL AMNESTY IMPOSSIBLE.

SPEECH BY GENERAL BOTHA. Capetown, Nov. 4. General Botha, speaking at Potchefstvom, said the cases of imprisoned rebels would be considered on their merits, but a general amnesty was impossible so long as the spirit of '■eoellion prevailed. He adumbrated drastic measures against school teachers who fostered the spirit of rebellion among scholars.
