THE QUESTION OF MONARCHY. UNSATISFACTORY REPLY TO JAPAN. GERMANY PULLING TIIE STRINGS. By Cable.—Press Association—Copyright Received Nov. 4, 9.55 p.m. Peking, Nov. 4 China's reply to Japan's representation declares that Yuan repeatedly tried to arrest the monarchical movement, but was powerless against the popular wish for the ancient form of Government Disturbances need not he feared if the nation's will is respected, and all precautions have been taken to safeguard foreigners' lives and property. London, Nov. •!. The Daily Telegraph's Peking correspondent says tiie reply is unsatisfactory, because it is well known that the Government is pulling the strings and that Germany is supporting the monarchy, and has instructed her Minister to recognise it the moment it is established. Tiie Times' correspondent says that the Chinese Government con now stop the movement without losing prestige or estranging the army, which controls the position and has been promised rewards.
