THE LULL NEAR RICA. . GERMAN POSITION CRmCAL. Times and Sydney Sun Services. ioßdon, Nov. 2. The Times''" Petrograd correspondent says that the lull on the Higa front probably represents a period of preparation. Reinforcements and reserves are hurriedly coming to the front from Germany. The Polish railways are only now sufficiently repaired to allow the bringing up of supplies to the huge armies, from the absence of which the German troops are acutely Buffering. They transferred all the available forces to' the Russian extreme right flank, which must hold out to prevent a deep envelopment. The German position in the northwest is deemed critical, despite the huge forces. There is increasing testimony of a decline in morale, coupled with incipient mutiny.
