RECRUITING.
LORD DERBY'S SCHEME. Received Oct. 17, 1.40 p.m. London, Oct. 10. Lord Derby proposes to make civilians responsible for bringing in recruits, and hopes to create representative civilian bodies in the various centres for the purpose of canvassing for suitable men, and lie asked the municipal and civic authorities to eo-operate.
