! GOLD OR SILVER? Received Oct. 13, 8.45 p.m. New York, Oct. 13. A meeting of British and American financiers is to be hold for the purpose ot devising .a method to bolster up the value of a pound sterling, which is now too far below par to make the continued buying of American exports desirable from a British point of view. Experts are unanimously of opinion that one remedy is that when the billion loan is spent there will be the virtual elimination of the pound standard in world finance, and the substitution of the dollar for at least the remainder of the war. A supplemented loan of a quarter of a billion undej these conditions could be easily floated in London. "PLEASE, WILLIE!" ' ■MILD REQUEST TO GERMANY. Washington, Oct. 12. In a further note on the William Frye case, the United States requests Germany that, if she finds it necessary to destroy American ships carrying contraband, the passengers and crew shall first be removed to a place of safety in small boats. The State Department has decided not to ask Germany to withdraw Captain von Papen, who, it is understood, has gone to Mexico. THE ALLIES' LOAN. New York, Oct. 12.
