Leagues were formed in 1913 as a protest against loyalty, but they now explain that they have a cultural mission to fulfil, which must maintain the German language in Canada. The Times' correspondent "at Paris reports that a secret Socialist meeting is being held at Berne with a view to continuing the international movement among Socialists in Europe. French Socialists refused to participate, lmt two militant French syndicalists are attending.
