CONFERENCE OF POWERS. SULTAN APPEALING FOR AID. Athens, Sept. 9. It is reported that iM. Venizelos has arranged that Serbia, Roumania, Bulgaria and Greece shall hold a conference at Salonika, the Premiers and military attaches to attend. It is learned from an authoritative source that the Sultan has sent an urgent demand for the Kaiser's help, declaring that the Turks are una'ble to hold out longer on the Gallipoli Peninsula. It is- understood that Greek naval and military officers abroad on leave have been ordered to return immediately. TURCO-BULCARIAN AGREEMENT. RAILWAY CESSION COMPLETED. Sofia, Sept. !). TJie Premier, interviewed, said the Turco-Bulgarian agreement for the cession of the Dedeagatch railway has been concluded. It included a strip of territory two kilometres deep along tbeleft bank of the Maritza. Bulgaria takes occupation in ten days. ROUMANIAN READINESS. ATTITUDE OP BULGARIA. German politicians are discussing with lively interest, the Bulgarian minister's surprise visit to Nisli, where he delivered a detailed answer to Serbia. Rome, Sept. 10. Diplomatists are highly optimistic, and are convinced that Bulgaria has given up the idea, of throwing in her lot with Austro-Germaiiy. Roumania is preprtred to put 300,000 men in the field in the event of either, an Austro-German invasion of the Balkans, the entry of Bulgaria into the conflict, or the definite conquest of the Dardanelles. Russia lias sent Roumania half a millipn heavy coats and boots for mountain warfore.
