Bell: "On every trial by court martial, whether in or out of New Zealand, of any offence committed by a member of an expeditionary force, .the court may, notwithstanding anything to the contrary in Uie Army Act, receive and act on such evidence as it thinks fit, whether legally ttdmisaMo in other proceedings or not.'! Two minor machinery amendment* were added, and the Bill was reported to Council, read a third time, and passed, HOUSE OF REPRESENTATIVES. GENERAL. Wellington, Last Night. The Church Property Trust (Canter, bury) Act, 1879, Amendment Bill vu read a third time and passed. In reply to Mr. Anderson, who a*ked whether the embargo be taken off exportation of oats, the Minister of Customs replied that if it was desired to export oats to Australia, for defence purposes and application were made to him, he would be prepared to favorably consider it. STATE INSURANCE. Sir Joseph Ward laid on the table the. annual report of the Government Insurance Department. Mr. Wilford asked the Minister whether the time had not arrived when the State Accident Insurance Office 1 should not be separated from the State Fire Accident Office. This led to a lengthyi debate, in which members expressed the opinion that the State should take over monopoly of accident insurance business to pre* vent sexploitation of claimants by wealthy companies. Sir Joseph Ward said members did not perhaps realise that the whole question of accident in* #urance hod been based on actual calculations; therefore, It was a rao3t complicated questiqn to deal with. He was desirous that the Accident Insurance Department should be made at effective as possible, but it must be done ,on a safe basis; be did not with to do 'do anything for wJiich he would afterwards be sorry, and he would carefully •look into the question to see how far It could be improved. ' EXPEDITIONARY FORGES BILL. Hon. Jas. Allen moved that the amendments made by the Legislative 'Council in the Expeditionary Foreea Bill be agreed to. Mr. WihVd protested against the amendment empowering a court martial to accept any evidence it may think fit, .whether legal or not, and he woulj divide the House against it. On the motion of the Hon. \V;"H. Harries the debate was adjourned until next Bitting day,, to enable the clause to he further considered. QUESTIONS.
