COAL AND WATER TRUSTS. NEGOTIATIONS AT A STANDSTILL. London, Audgust 15. Reuter's Zurich corresponent says the import trust Negotiations in Berne have reached a deadlock. A Government trust was found practically impossible because the State, owing to Us operating the Federal railway, is the largest consumer of German coal and is almost forced to yield to Gormany's demand for the exchange of commodities for coal. On the other hand the Swiss industrial and commercial firms, using electricity from neutral water power, are virtually independent of German coal and are ready to accept a trust on the lines suggested by the Allies, which are private and unofficial, similar to the Dutch trust. The creation of a private trust is difficult as it might possibly be construed as an affront to tile Federal Government after the diplomatie efforts to reach an uiidderstauing with the State.
