THE WELSH GUARDS. PRESENTATION OF COLORS. London, August 3. The King, at Buckingham Pa'lace, presented the colors to the newly-formed Welsh Guards. Queen Mary and other royalties and Lord Kitchener witnessed the ccrsmony. A huge crowd in the vicinity of the Palace gave an ovation to the Guards. The King, in presenting the colors, said: ''These colors bear no names of battles fought or victories won. Your noble deeds in coming days will be inscribed on them. 1 know you will prove yourselves true sons of loyal, gallant Wales." ■SPELTER CONTRACTS. London, August 3.
