BOROUGH ROADS.
Kir,—The Borough Council, in commencing to lay the tram lines, gave very little thought as to how the ordinary traffic should be carried on in the meantime. It was a blind policy on the part of the council in not making the Devon Street extension towards Blagdon fit for traffic before commencing operations. The warning put in the newspapers regarding settlers using the road from Moturoa to New Plymouth at their own risk during the laying of the tram lines is simply ridiculous, and would not, in my opinion, screen the borough in the eyes of the law in ease of an accident, since the borough has not provided another road which settlers could use when coming to town to do their business. I cannot see, for the life of me, how the Borough Council expects to run the trams from Moturoa without completing the Devon Street extension. Even after the tram line is laid and completed, just imagine in a narrow part of the street at a very awkward corner, such as that close to the Terminus Hotel, where tram cars would be rushing to and fro and possibly a ponderous traction engine hauling a big load, together with other motor traffic Hitting. to and fro, what chance the humble farmer would have with his modest horse and trap at such a time. It seems to me that every consideration is given to the convenience of the townspeople, but when the fanner comes to town it must be at the Tisk of his life.
The only way out of the difficulty, as far as I can see. will lie for the farmers to build warehouses in connection with the dairy factories, lyid supply all their own goods, from a needle to an anchor. In that ease they would have very little business in town, and having no goods to cart out they could leave their traps outside of the congested traffic, and take the trams for the remainder of the distance.
