The Times, in a leader, savs fie American Note conceived the best traditions of American diplomacy and clearly is conveying the national 'feeling. The Government's attitude is vigorouslv and persuasively expressed. The Allies and (he whole world of neutrals may well rejoice-that America at last has -spoken forcibly and to tin- point, Germany is si|uarely confronted with a demand to abandon submarine warfare and the violation of the rights el neutrals. It, is believed Germany will not comply 'with America's demands, whatever the issue and the moral interests. America and the Allies are henceforward iudissolu'blv linked. Tim Vossiehe Zcitung announces that CiTmen high Government circles favor submitting the question of the. sinking of I he Lusitania and "tin- attendant difficulties to an American Court of Arbitration.
