A NOTE TO GKRMANY. Received April 30, 1 a.m. Washington April 20. The United States despatched another Note to Germany, agreeing to accept compensation for the sinking of the William -|''rye on the basis of the German oiler under the terms of the PrussianAnierican Treaties of 1739 and 182 S. The United States reiterates its protest against the destruction of the sln'p. repeating that its cargo was not contraband.
