THE DOMINIONS' PART. SPEECH BY THE DUKE OF CONNAUGHT.
Received April 18, 3.30 p.m. Ottawa, April 17. The Duke of Connaught's speech at the closing of Parliament said Canada's effective co-operation with the United Kingdom and the other dominie ns contributed in no small measure to the unmistakeable success of the Allied arms and assured an honorable and lasting peace. Prom the Atlantic to the Pacific the call for men had fully equalled expectations. Sir P. Borden, the Premier, acknowledged the sentiments, WAR PURCHASE SCANDALS. "EVERYBODY'S DOING IT." Received April 18, 3.30 p.m. Ottawa, April 17. Speaking in the Canadian Parliament, the Premier said he had been looki'.ig into war purchase scandals and had discovered unsatisfactory transactions, and the Government was now appointing a Purchasing Commission of three of the best available business men. He added that during the investigation of horse purchases, a dealer had defended selling spavined animals at double the market value because everybody in the hovse trade was doing it.
