GERMANS REFUSE TO CO-OPERATE. Received April 12, 11.20 p.m. Petrograd, April 12. Sukcomlinoff telegraphs the New York World that the Russians a fortnight ago ended the Austrian offensive, which had lasted for eight weeks. The Germans who relieved the Austrians suffered enormous losses. They had to renew their first line four times. They now refuse to participate in the Austrian offensive, as it imposes a useless sacrifice of men.
