A Matin telegram from Ni-h states that -Mustapha Kffendi, ex-Commissioner of Police in Constantinople, who is in German pay, organised the Bulgarian raid. The 'troops included numerous Austrians and Turks.
A BULGARIAN EXPLANATION.
London, April fl.
. The Bulgarian note to Servia, states that 0000 Turkish refugees, unable to endure the bad treatment of the Serbian authorities, and fearing for their propcrtv. honor and lives, crossed the Bulgarian frontier and later recrosscd and were massacred by the Serbian frontier guard The insurrection is increasing, despite the efforts of the Bulgarian frontier guards, who are endeavoring to protect the Serbian posts.
