SHORTAGE OF GERMAN OFFICERS.
DEFECTIVE AMMUNITION.
Paris, March 23.
The French war review states:—"lt is beyond all dispute that the cadres (that is the supply officers) of the Gorman Army are in a bad state and that the proportion of officers, notably of professional officers, has been enormously reduced. •'The markings on shells show that the guns are much worn. The quality of the projectiles during the last th-c-e months is medicore, failures to burst ranging from two-fifths to two-thirds. The slirapnel explosives are weak, and they are loaded with broken glass. Since the failure to capture Warsaw a marked feature is ;lie pessimism and characterless nature of the correspondence found on dead Germans."
