A WAR OFFICE SCANDAL. London, March 17. Dr. Hefferneh, in a speech in the Reichstag, said: "We chant the refrain of making our enemies pay the loss caused to Germany by this war, commenced by our enemies." London, March 17. - A Leipzig newspaper accused three German firms of swindling the War Office. The Government is not prosecuting the editor, fearing an extension of the scandal. A hundred million marks ( £5,000,000) is involved.
