It brings the story of the exKhedive up to 1895. It describes liim as not only avaricious, hut as a master of petty intrigue, so wedded to tortuous courses that he was incapable of steadfastly pursuing any really loyal, straightforward course. Lord Cromer's advice is: "Thtft as far as the retention of Egyptian goodwill is concerned, and preventTng tho fall of the, Grey agitators, keep your taxes low."
