THE THIRD MILLION.

MR LLOYD GIiORGE ON THE PROUK ESS OF RECRUITING.

Mr Lloyd George, in a speech at a banquet in honor of the officers of the London Battalion of the Welsh Army Corps, made a remarkable' reference to the total nunibi r oi' the British military

''The United Kingdom," he said, "has been faced with the task of improvising a volunteer army of two millions. We a>e now on the way towards the third million, and when the machinery ordinarily adapted for the enlistment, the maintenance and organisation of ail army of 200,000 or 300,000 has suddenly to adapt itself to an army of these gigantic proportions, there are naturally hindrances air* difficulties.

"But I am glad to say that these have' been overcome not only with regard to the London Welsh Battalions, but also with regard to the Welsh ArmyCorps scheme, of which tlie Battalion forms a part. 'T want you," the Chancellor remarked before the end of his speech, "not only to fight for Wales, but for the British Empire. I am afraid it is sometimes said that a Welshman, particularly if he is a Radical, cannot be an Imperialist. Well, I would remind you that Wales founded the British Empire, for there was once a lady of the name of Elizabeth Tudor, a Weish lady, and its*' was she who founded the British Empire. f "So that Welshmen have a Sovereign inheritance, a special inheritance, in the British Empire. Apart from that, even they have the inheritance that every other son of Britain has got—you must remember that it is the best home of human liberty. 'TThc Empire," said the Chancellor, "that can stand in the breach in that way, the Empire that will put forth its arm, Hs,-lf into the battle, an-1 stake' its very existence upon the issue merely to stand by lifts llag of human liberty, is an Empire that is not only worth lighting fftr, but is worth lying for."
