The date of tlic proclamation would depend wholly on the financial conditions of the country and the war. A retrospective clause would be inserted. THE WHEAT SHORTAGE. Received 21, 8.15 p.m. , Sydney, December 21. Mr Hall lias expressed his satisfaction with the thoroughness and expedition of the Wheat Board. Farmers are selling freely, and there are few complaints about the working of ihe Act.
