WILL JOIN ALLIES. London, December 8. A German journal has published a Bucharest despatch stating that Roumania has definitely decided to join in the war on the side of the Triple Entente. The decision is said to be in accord with the wish of the entire country, including the King and the Ministry, with the exception of the Minister of Finance. The question when Roumania will make her entry into the war has been discussed, one section desiring to avoid a winter campaign, while the military fear that Servia will be deI feated before the spring arrives.
