A STRINGENT RESTRICTION. By Cable Press Association—Copyright. 2few York, December 1. The British Consul at Bisbee, Arizona, has asked Sir C. Spring-Rice, the British Ambassador, to protest in Washington against a new initiative law in Arizona by which no business house employing more than five persons may have less than eighty per cent, of Americans. A fliass meeting of Britishers drew up a protest and forwarded it to Sir C. Spring-Rice.
