NEWS FROM NEW GUINEA. j Sydney; November 2. j A copy of the first English Official Gazette from ltabaul has arrived. It ia dated October 15, and contains an aeeount of the achievements of the expedition, loeal events, new appointment:;, and wireless news of European events. Upon their occupation the troops found a quantity of German stamps. These have, been converted into' English ones by endorsing them with the Royal initials, G.U.1., and altering the values. It was deemed advisable to i retain the services of some of the previous German officials, who duly subscribed the oath of neutrality. They will hold their positions for not longer than three months from September 12, at the same salary they received from tho German Government. Banking trrangements are progressing. NEWSPAI'KIiS 'L'KLL TALKS. Received 2, 8.40 p.m. Sydney, November 2.'
