[ General von dor Goltz, the German I Governor of Belgium, has Bent a mission [to Holland to ask for foodstuffs for Brussels. The request was refused. The Dutch Government is closely watching all exports. i The emissaries pleaded that Brussels has no salt, yeast, or flour, and scarcely any meat, while the bread is uneatable. GERMAN POSSESSION OF ANTWERP A MENACE. HOLLAND COXTRDLS' THE ACCESS TO THE SEA. London, October 12.' 'Many consider that Antwerp isjar beyond the limit of Herr von BethinannHollweg's statement regarding the necessity of invading Belgium for the purpose of entering France. The seizure of Antwerp is regarded as the prelude to the annexation of Belgium, which will threaten Holland's integrity and independence. The Dutch realise that Germany will not be content that Holland should provide her outlet to the sea. Holland's commercial prosperity, which is founded on the river and canal traffic, would vanish. The populace now has an intimate knowledge of the barbarities perpetrated in Belgium.
