TURKEY TAKING RISKS. GERMAN COMMANDERS FOR OTTOMAN FLEET. Borne, October 4. It is reported that an irade has teen issued at Constantinople appointing a German, Admiral Suhon, to command the Turkish fleet, together with thirty German commanders.
