A (PIECE OF HISTORY. SOME OF Til 10 PRELIMINARY NEGOTIATIONS. THE ALLIES' PIUCPAREDNESS UNDER-ESTIMATED. Received 11, 10.5 p.m. Rotterdam, Sept. 11 (morning). The Rieuwc Roterdamsehe Courant publishes a piece of war history from its Berlin correspondents, to the effect that the military party reckoned it was perfectly safe to urge Austria to take strong measures with Servia, believing that the members of the Entente would not be ready to challenge Germany till February or March of 1910. The correspondent asserts that Russia entered as a. game of bluff, the pan-Slavists thinking (hat Germany would not consent to war. Austria conlided to the Crown Council held at Potsdam on July ,">th her intention of sending a punitive expedition to Servia, and asked whether she could reckon on Germany's assistance if Russia helped Servia. The military members of the Council recommended this action.
