The Grand Duke Nicholas, commander-in-chief, addressing the Poles said:— "The sacred dream of your fathers and forefathers may be realised. The living body of Poland was torn to pieces, but the soul of the. country is not dead, and .the hour of resurrection and fraternal reconciliation is at hand. Obliterating i the frontiers dividing the Polish peoples unites them conjointly under the Russian sceptre, under which Poland will be bojn again free in her religion and language. With open heart and brotherly hand Russia advances to meet you. Tin; dawn of a new life is beginning for you, in which is seen the sign of the cross, the symbol of the suffering and resurrection of peoples." The Czar's proclamation, addressed to the Poles in Russia, Germany and Austria, restores Poland to its original territorial integrity, and only reserves the right to appoint a viceroy. A German aeroplane which was reconnoitring the Russian position in the Suwalki district was brought down, and the four aviators killed. German cruisers shelled Dagerort lighthouse, but did no damage. Paris, August 17. Tlie Czar's proclamation has evoked unspeakable joy in the Polish colony in Paris. M-onsignor Postawka, of the' Polish Mission, urges young Poles to join tlie French lighting line' against the Germans nad liavarians. Many leading Poles gratefully realise that England's humanitarian co-operation with France and Russia has inliiienced the Czar's action, l'oles in England and America will make a supreme effort to return and light. The Daily Chronicle's St. Petersburg correspondent says the Czar's proclamation thrilled Russians and Poles alike. This is the first official indication of the vast historical changes that tlie. war is likely to produce. Intense enthusiasm was aroused at Warsaw. Tlie proclamation had an excellent result on the mobilisation.-ami the efforts to counteract the German-Austrian incitements to revolution. The Pedes admit that owing to their hatred of Germans and the growing antiSlav policy of Austria. Poland's onlv hope is a re-union under the Russian Crown.
