PROMISES TO MAINTAIN NEUTRALITY. London, August 13. Renter states that the Ottoman Embassy is not aware of the purchase of the Goehen. Turkey intends to remain absolutely neutral. A partial mobilisation for the European border has been determined on, but Turkey will not embark upon a policy of adventure.
