TOO LATE! ATTEMPTS TO CONCILIATE BELGIUM. London, August 13. The Dail Mail states that Germany on Monday approached Belgium through Holland and asked her to reconsider her attitude towards the German demand. Belgium refused to do so. GERMAN BRUTALITY. LAWS OF WAR AND DECENCY OUTRAGED. A COMMITTEE OF INQUIRY AT WORK. Brussels, August 13. A committee under a Supreme Court jidge is collecting evidence of German outrages and violations of- the provisions of the Geneva Conference and The Hague Convention. Stories of German brutality are accumulating. A Uhlan at Dormael cut down a priest who was administering the sacrament to wounded Germans. At Remerecourt they shot down two children, aged seven, who warned the gendarmes of their arrival. Similar stories have reached St. Petersburg. Soldiers stripped Russian ladies naked in the presence of officers. The father of one of the ladies interfered and was shot dead. The few English visitors in Germany are believed to be well treated. British newspapers were barred from Germany after July 31 for the purpose of blinding the people to English opinions. German agents in London forwarded the news each succeeding day that England was resolved on peace almost at any price. A COUNTER-PLOT. Brussels, August 14. It is suggested that newspapers should publish extracts of the war news and 1 scatter them broadcast in the Rhine I provinces, to prevent the German dissemination of false neWs.
