LYING LOW AND WATCHING EVENTS. London, August 12. The Roumanian Legation states that Roumania does not intend joining Germany, nor has Roumania. declared her neutrality, but has simply taken meaurcs to guard iier frontiers and uphold the treaty of Bnckarcst.
