Received 11,11.40 p.m. Tokio, August lOi The Asaihi Shimbun, a Tokio newspaper, after quoting the first article of the Anglo-Japanese Alliance, says the question of the necessity of Japan's help depends on the interpretation of this article, and British territory in the Orient bein« already in jeopardy, the time has arrived for'japaa to act. But, apart from Japan's obligations, it is imperative that she should realise that a crisis is already there. Prolonged councils of the, Cabinet and Alder Statesmen excited public opinion. The newspapm-s strongly advocate war, and are impatient, declaring that Japan is apparently playing a subordinate part.
