: INDISCRIMINATE MINES. STATEMENT BY MR. CHURCHILL. Received 10, 5.20 p.m. London, Auguts 9, Mr. Churchill, describing the loss of the Amphion, said that the indiscriminate use of mines in connection with other than military iiarbors or strategical positions, and the scattering of niines | about the seas, may destroy not merely the enemy's vessels or warships, but peaceful merchantmen travelling under neutral flags. This use of niines is new in warfare, and deserves to be attentively considered by the nations of the world. The Admiralty is not alarmed, as they have expected a certain number of such incidents, and jur arrangements will provide for reducing such occurrences to a minimum.
